Abstract
consentire di proporre uno sviluppo territoriale in termini di sostenibilità, informato da considerazioni energetiche e dall’opportunità di insediare nuove attività, inerenti le economie territoriali, basate sulla ricerca di possibili fonti di energia rinnovabile e sull’uso virtuoso del ciclo delle acque e dei rifiuti. In particolare la riqualificazione degli insediamenti potrebbe predisporre quegli elementi di transizione, tesi verso nuove concezioni dell’abitare, che preludono alla definizione di una “città ” sostenibile; nello specifico, a sostegno e garanzia della vivibilità dell’insediamento come parte del territorio di pertinenza, si fa riferimento alla possibilità di sviluppare una rete “smart ” di servizi e di regolamentare la dimensione abitativa. È mancato, finora, il coinvolgimento della “politica regionale ” per la guida e il sostegno alla configurazione di situazioni- amministrative e finanziarie- adeguate ad un’ampia partecipazione per l’attivazione di finanziamenti, che vadano oltre la mera ricostruzione fisica.
