Ce mémoire traite du cadrage gouvernemental des politiques publiques sur la laïcité de l’État en 2013-2014 et 2018-2019. L’objectif principal est de démontrer qu’une différence dans l’intensité des débats entre la Charte des valeurs et le Projet de loi 21 existe, et qu’elle peut être expliquée, du moins en partie, par une différence dans le cadrage gouvernemental. Nous établissons cette corrélation via le mécanisme de résonnance, qui explique en quoi la différence dans la façon de justifier les projets de loi peut mener à un écart au niveau de la réception de ceux-ci entre les deux périodes. Nous proposons donc une analyse comparative à la fois de l’intensité des débats et des contenus des cadres aux deux périodes. De ce fait, ce mémoire contribue à la littérature sur le cadrage des politiques publiques et sur celle de la laïcité au Québec.
