Abstract
There was a significant resurgence in international migration in the last three decades of the 20th century. By the end of the century, about 175 million persons — or almost three per cent of the world’s population — resided in a country where they were not born. Nearly 9 per cent of the population in Germany, 11 per cent in France or Sweden, 12 per cent in the United States, 19 per cent in Canada, 23 per cent in New Zealand, and 25 per cent in Switzerland is foreign-born (United Nations, 2002). These sizable labour flows altered economic opportunities for workers in both sending and receiving countries, and generated a great deal of debate over the economic impact of immigration and over the types of immigration policies that host countries should pursue.
