Abstract
Geopolitical shifts are necessary but insufficient factors to encourage peacemaking between India and Pakistan. Forward-thinking leaders who quell hawks and absorb the costs of talking to their adversary are central to the quest for peace. Two Indian prime ministers and two Pakistani generals were unexpected agents of peacemaking in the last quarter century. At the outset of their tenure, each was perceived as a hardliner or at least incapable of effectuating change. Nonetheless, they defied critics, pushing their countries closer to peace. Their evolutions suggest India and Pakistan are not fated to a permanent condition of implacable enmity.
