Abstract
Analysen viser, at spildevandsafgiften har reduceret udledningerne med 5 pct. for kvælstof, 17 pct. for fosfor og 3 pct. for organisk stof. Dermed har afgiften haft en vis miljøgevinst. Det er bemærkelsesværdigt, at kun relativt få aktører har foretaget aktiviteter affødt afgiften. Samtidig har de, der har reageret, opnået imponerende reduktioner af deres udledninger og afgiftsbesparelser. Afgiftens beherskede effekt skyldes især, at den kom oven i en tæt administrativ regulering
