Abstract
Kiinteistöjen reittaus on suhteellisen uusi ilmiö niin maailmalla kuin Suomessakin ja näin ollen tämä tutkimus loi haasteellisen ympäristön, kun reittausta lähdettiin soveltamaan kunnan omistamaan kiinteistömassaan. Tutkimuksen tavoitteena oli reitata Lahden kaupungin omistamat kiinteistöt ja siten saada selville, mitkä kiinteistöt ovat edullisia Lahden kaupungille. Tavoitteena oli myös tutkia, pystyisikö reittauksen tuloksia käyttämään kiinteistöjen edelleen analysoinnissa jos ne jaettaisiin kolmeen luokkaan. Nämä luokat olisivat pidettävät kiinteistöt, kehitettävät kiinteistöt ja kiinteistöt, joista halutaan luopua. Tämän lisäksi tutkimuksessa perehdyttiin yleisesti kuntaan omistajana ja erityisesti kiinteistönomistajana. Näin pyrittiin tutustumaan tilanteeseen, joka kunnilla on niiden tasapainoillessa lakisääteistein palvelujen, vapaaehtoisten palvelujen sekä yritystoiminnan parissa. Hoitaessaan tehtäviään kunnan tulee päättää, ostetaanko toimintaan tarvittavat tilat itse, käytetäänkö vuokratiloja tms. Lisäksi tutkimuksessa tutustuttiin lyhyesti Lahden kaupunkiin ja sen organisaatioon. Vaikka Lahden kaupunki omistaa kiinteistöjä sairaalasta asuinrakennukseen, niiden reittaaminen onnistui hyvin. Voitiin todeta, että reittaus sopii myös tämänkaltaiseen tilanteeseen yhtä hyvin kuin perinteiseen "kaupalliseen" tarkoitukseen. Pohjimmiltaanhan reittauksessa on kyse kiinteistöjen laittamisesta paremmuusjärjestykseen tiettyjen sovittujen kriteerien pohjalta ja siten tulos oli odotettu. Reittauksen tuloksien käyttäminen myös kiinteistöjen jatkoanalyysiin oli mielekästä. Reittaus antoi hyvän pohjan lähemmälle tarkastelulle sen suhteen, mitä yksittäisille kiinteistöille pitäisi tehdä.
