Under the Same Roof: Intergovernmental Relations in Canadian Housing Policy Since 2017

Abstract
The 2017 National Housing Strategy (NHS) is a significant re-engagement of the Canadian federal government in housing policy for the first time in over thirty years. Reengagement is unusual within Canadian federalism, which tends to favour provincial powers, making this a rare opportunity to view how provincial-federal relations are built and maintained outside of traditional areas like health and taxation. To better understand this deepening of intergovernmental relations, a literature review and content analysis of federal and provincial policy documents and agreements from the Federal, British Columbia, Ontario, and Nova Scotia Governments was conducted to determine what form this relationship takes, where it works well, and where there are potential areas of tension. The results found that while federal re-engagement through the NHS is mostly viewed positively, there remain significant challenges in provincial-federal negotiations. These challenges could be mediated by determining a mutually designed and agreed-upon framework for setting priorities.
