Private-sector labor market reintegration:Evaluating the Philips Work-Experience Program

Abstract
In Nederland kennen we een activerend re-integratiebeleid dat gericht is op een zo snel mogelijke overgang naar betaald werk. Echter, in dit publiek arbeidsbemiddelingsbeleid wordt nagenoeg niet geïnvesteerd in scholing om kwetsbare groepen meer perspectief te bieden op de arbeidsmarkt. In Nederland bestaat ook een langdurig en grootschalig privaat programma, waarin (om-/bij)scholing centraal staat. Het Philips Werkgelegenheidsplan (WGP) biedt werkervaringsplaatsen aan kwetsbare groepen op de arbeidsmarkt. In dit onderzoek kijken we naar het langetermijneffect van deelname aan dit programma, tot tien jaar na uitstroom, op het aantal weken per jaar in een baan. Tevens wordt onderzocht of deelname aan het programma invloed heeft op het aantal weken in banen die aansluiten bij de vaardigheden van werknemers. Verschil-in-verschil metingen (middels fixed-effects lineaire panelregressie) laten een positief langetermijneffect zien voor (oud-)deelnemers op de mate van werkzekerheid en ook op het verblijf in goede banen. Het grootste effect op zowel werkzekerheid als het verblijf in goede banen vinden we voor mensen met een arbeidsbeperking en voor mensen met een migratieachtergrond, twee van de doelgroepen van het programma.
