Abstract
En 1948 la Organización Mundial de la Salud define la salud como “un estado completo de bienestar físico, mental y social, y no solamente la ausencia de enfermedad o dolencia”. Es considerada como un medio para que las personas puedan disfrutar de una vida individual, social y económicamente productiva(1) . Para favorecer el bienestar, según la carta de Ottawa publicada en 1986 (2) en la primera conferencia internacional sobre Promoción de la salud, se debe “proporcionar a los pueblos los medios necesarios para mejorar su salud y controlar la misma”. Otorgan al sector sanitario un papel fundamental, teniendo la responsabilidad de actuar como mediadores, con el fin de potenciar los recursos disponibles en la población. Para lograr una correcta participación, establecen cinco pilares imprescindibles: elaborar una política pública sana, crear ambientes favorables, reforzar la acción comunitaria, desarrollar aptitudes personales y reorientar los servicios sanitarios.
