Abstract
Cet article analyse l’effet du désengagement public en matière de logement sur l’accès des ménages à faible revenu aux coopératives d’habitation au Québec, dans un contexte marqué par le sous-financement chronique de l’habitat communautaire et la fin des conventions fédérales au Canada. S’appuyant sur une recherche doctorale consacrée aux trajectoires résidentielles des familles migrantes à faible revenu à Montréal, il met en lumière les obstacles auxquels ces ménages sont confrontés pour intégrer une coopérative d’habitation. L’article examine d’abord, dans un contexte de crise du logement, l’expérience de l’épreuve institutionnelle du processus de sélection pour les personnes requérantes. Il propose ensuite une réflexion sur la difficile compatibilité entre l’objectif de mixité sociale des coopératives et leur vocation d’inclusivité. Enfin, il explore le rôle du tiers-secteur dans la gestion des situations de précarité socio-résidentielle et sa responsabilité dans la mise en œuvre des politiques de logement.
