Revisiting Governmentality: Collapsing Information Silos and Emerging Biopolitical Economies of Circulation

Abstract
Background: In 1977–78, Foucault outlined the theory of “governmentality,” which accounts for how populations are secured in milieus of circulation. For Foucault, security involves tapping into political economy and engaging apparatuses of security to ensure freedom of movement. Analysis: This article examines collapsing governmental and commercial information silos and presents two brief case studies (automated license plate readers and abortion surveillance) to explore how Foucault’s theory of governmentality applies to the extraterritorial movement of populations in biopolitical economies of circulation today. Conclusions and implications: Tapping into political economy today means exploiting the key materiality of data to which bodies are biologically bound. The authors call for a reinvigoration of governmentality, applying it to the current moment when securing the movement of populations in biopolitical economies of circulation is more germane than ever.
