Uudenmaan ELY-keskuksen kouluselvitys : Maanteiden liikenneturvallisuus koulujen läheisyydessä

Abstract
Suomen koulumaailma on viime vuosikymmeninä kokenut merkittäviä muutoksia, kun kouluverkko on harventunut. Koulujen oppilasmäärät ovat kasvaneet, ja ne sijoittuvat aiempaa useammin keskustaajamiin. Vaikka koulujen lähiympäristön liikenneturvallisuuteen on kiinnitetty huomiota, Uudenmaan ELY-keskuksen alueella on edelleen tarve toimenpiteille. Työssä tarkasteltujen koulujen lähiympäristössä tapahtui vuosina 2018–2022 yhteensä 195 henkilövahinkoon johtanutta onnettomuutta, joista 26 % oli osallisena varhaiskasvatus- tai kouluikäinen. Koulukyselyn tulokset osoittivat, että pienemmissä kouluissa enemmistö oppilaista käytti koulukuljetuksia, kun taas suuremmissa kouluissa oppilaat liikkuivat enemmän itsenäisesti, erityisesti jalan ja pyörällä. Rehtoreiden antamien tietojen sekä työssä suoritettujen maastokäyntien perusteella tien ylitysten turvallisuudessa ja jalankulku- ja pyöräily-yhteyksissä on parantamisen varaa. Myös ajoneuvojen nopeudet koulujen läheisyydessä aiheuttavat huolta. Työssä esitetään konkreettisia toimenpide-ehdotuksia onnettomuuksien vähentämiseksi ja liikenneturvallisuuden parantamiseksi kolmessa kategoriassa: nopeasti toteutettavat liikenteen ohjauksen toimenpiteet, rakentamista vaativat toimenpiteet ja muut toimenpiteet. Koulukohtaiset toimenpiteet voivat olennaisesti parantaa koululaisten turvallisuuden tunnetta ja vähentää onnettomuuksia koulujen ympäristössä. Työ tarjoaa myös arvokasta tietoa kunnille niiden vastuulla olevista alueiden osalta.
