Abstract
Liikennepolitiikan muutoksia kuvaa parhaiten polkupyöräilyn aseman muuttuminen. 1960-luvulla polkupyörää pidettiin kaupunkisuunnittelussa lasten leluna. Syksyllä 2015 EU:n liikenneministerit pitivät tiettävästi maailmanhistorian ensimmäisen liikenneministereiden kokouksen pelkästään polkupyöräilyn edistämisestä. Saimaan kanavaa suunniteltiin jo 1400- ja 1500-lukujen vaihteessa, mutta Suomessa ei syntynyt yhtään merkittävää kanavaa ennen 1800-lukua. Poliittisissa ohjelmissa ja puheissa kehitetään rautatieliikennettä ja joukkoliikennettä. Siitä huolimatta maantieliikenteen osuus niin henkilö- kuin tavaraliikenteestä on kasvanut paljon ja nopeasti. Miksi? Yksi seikka on vuosisatainen: vienti ja tuonti kulkevat meritse. Meren varaan on rakentunut myös ainutlaatuinen suomalainen jäänmurtajaklusteri. Sen taloudellinen ja strateginen merkitys on vain kasvanut, kun ilmakehän lämpeneminen lisää liikennettä aivan pohjoisimmillakin merillä.
