Les rôles des municipalités dans l’atténuation des changements climatiques et dans l’adaptation à ceux-ci sont davantage connus, mais les processus décisionnels des acteurs municipaux face aux aléas climatiques sont encore peu documentés. Cette étude vise à décrire le contexte dans lequel ils évoluent et prennent les décisions relatives aux aléas climatiques de même que les moyens utilisés pour y inclure les savoirs citoyens. Une étude qualitative a donc été réalisée et triangulée avec les résultats d’une revue narrative. Les résultats montrent que le contexte de prise de décisions est façonné par l’intensification de la crise climatique, par l’urgence de la prise de décisions, par la nouveauté des mandats et des rôles de même que par la disponibilité variable des ressources, et que l’inclusion des savoirs citoyens est fluctuante. Avec l’intensification de la crise climatique, de plus amples recherches sur l’évolution des rôles des acteurs municipaux et sur l’intégration des perspectives citoyennes sur ces enjeux sont nécessaires.
