The federally recognised heritage NCC River House building (originally known as the ONEC Boathouse) was completed in 1925. The original building structure consisted of a quasi-moment frame, made up of structural steel beams and columns, with dimensional timber framing for the roofs, floor decks, and exterior curtain walls. The steel structure was founded on concrete piers bearing on the deep clay bed of the Ottawa River. The Ottawa region is classified as an area of moderate seismic risk (design PGA 0.372). A major revitalisation of the building was performed during 2019-2022. As per owner requirements, a seismic check based on modern design codes had identified significant deficiencies in the existing lateral force resistance of the moment frame: specifically, a lack of capacity of the steel columns under seismic-induced combined axial and moment demands. The existing timber roof structure also showed significant creep deflections with design checks determining its inadequacy for supporting snow loads. Therefore, significant structural upgrades were undertaken as part of the rehabilitation project. In lieu of upgrading the steel moment frames, the existing lumber curtain walls were repurposed as wood-panelled shear walls with a combination of new dimensional and glue-laminated timber posts at their ends. With window locations generally occurring at one-third spans of the beams, the seismic overturning moment was directed away from the steel frame and into the new, stiffer shear walls ends acting as a force couple through the new posts onto the existing steel beams in the vertical direction. Existing floor framing was strengthened for in-plane diaphragm behaviour through the installation of new plywood panels, with existing floor beams acting as tension/compression ties. The existing roof was upgraded by constructing new trusses in-situ using new glue-laminated timber top chords with steel tension ties installed at the attic floor level. Where the roof framing was interrupted by dormers, laminated veneer lumber ridge beams were added, bearing on the new trusses. With Canada being a world leader in sustainably produced timber products, strengthening and upgrading the existing building using mainly wood-based products was a compelling solution. These products are readily available within Canada, are economic, act as a carbon sink, and are complementary to the heritage timber building materials already in the building.
