Abstract
This study is strictly methodological and is intended solely to demonstrate a measurement framework. It does not assess political intent, institutional responsibility, or individual performance. This working paper presents the ITI–gITI–IDI measurement framework for making institutional budget–outcome tension structurally visible. The framework distinguishes between rule-based budget expectations, realized outcomes, and their geometric divergence, enabling tension to be observed without ranking or attribution of causality. An Ontario EQAO case is used as an illustrative mapping to demonstrate how the framework operates in practice. This study is strictly methodological and does not evaluate political intent or individual performance.
