The article presents an analysis of one of the unpublished works of Petro Abramovych, which offers a depiction of Zhytomyr’s past during the final quarter of the eighteenth century. The amateur historian based his research primarily on a unique source entitled ‘A Collection of the Rights and Privileges of the City of Zhytomyr’, which has not survived to the present day. Through his engagement with this source, Abramovych was able to characterise the course of reforms implemented at the heart of the Kyiv Voivodeship by the local Commission of Good Order, established in 1779. This administrative body exerted significant influence over municipal self-governance, the judicial system, and the spatial organisation of Zhytomyr.In the four parts of his study, Petro Abramovych provides detailed information concerning the composition of the Commission, its initial decisions regarding the revision of the townspeople’s rights, the creation of the first map of the city, as well as numerous conflicts between the townspeople and the nobility over land disputes and taxation. Particular attention is devoted to the analysis of the 1788 Ordinance, which restructured the magistrate, redistributed responsibilities among its three chambers and introduced a range of administrative reforms. In the concluding section of the study, Abramovych describes legal conflicts and briefly outlines the political situation during the final years of the Polish–Lithuanian Commonwealth. The article emphasises the significance of this analysed work, advocating for its publication accompanied by critical commentary.
