Abstract
The history of organized labor in the South is a well-established field but one that has largely neglected the importance of public sector unionism. Jesse Chanin's Building Power, Breaking Power goes a long way toward remedying this oversight and is a significant contribution to the literature. Chanin explores the emergence and disintegration of the United Teachers of New Orleans (Utno), a predominantly African American teacher's union with roots in the civil rights movement. Anchored in the Black community and committed to the brand of civil rights unionism that developed in the 1930s, Local 527 of the American Federation of Teachers mobilized Black teachers in support of collective bargaining, equality of opportunity for Black people within the school system, and the improvement of Black educational facilities. Beginning in earnest in 1965, the campaign for collective bargaining rights produced the first teachers strike in the South the following year. Promoting school integration and biracial unionism, Local 527 eventually united Black and white teachers' organizations in the successful bid for a contract in 1974.
