Abstract
Analyses of organizing strategies seek to understand how unions can empower workers to act collectively, improving conditions of work and employment. One focus is on previously unorganized workers. Drawing on extensive field research, this paper reviews internal organizing practices, assessing how two Australian unions organize vulnerable disability support workers. The argument is that unions have embraced a partial organizing strategy with resources focused on servicing established workplaces. This approach continues to marginalize these workers. This paper is part of the SPE special theme “Decent Care Work: Politics, Policy, and Resistance.”
