Abstract
Türkiye’de dolaysız vergiler sınıfında yer alan gelir ve kurumlar vergisi açısından listelenen vergi rekortmenleri, en fazla vergi tahakkuk eden mükellefler arasından seçilmektedir. Mahremiyet ilkesi gereği listede isminin görünmesini istemeyen mükelleflere yer verilmezken, diğer mükellefler; isim, kazançlarının faaliyet türü, tahakkuk eden vergi tutarı ve il bilgilerine yer verilerek ilan edilmektedir. Temel gayesi devlete fazla vergi ödeyen mükellefleri onurlandırmak olan bu uygulamanın ekonomik ve sosyal itibar açısından da etkili olduğu söylenebilir. Türkiye’de 2019-2024 dönemindeki gelir ve kurumlar vergisi rekortmenlerinin ele alındığı bu çalışmada, vergi rekortmenliği uygulamasının tarihsel gelişimi, yasal dayanağı ve ekonomik sonuçları incelenmiş; gelir ve kurumlar vergisi mükelleflerine ilişkin istatistikler aracılığıyla rekortmenlerin yapısal özellikleri değerlendirilmiştir. Bulgular sonucunda, gelir vergisi mükelleflerinin kurumlar vergisi mükelleflerine nispeten isminin açıklanmasını istemediği görülmüştür. Ayrıca, gelir vergisindeki kazanç türünün menkul sermaye iradı, kurumlar vergisinde ise bankacılık sektörünün ağırlıklı olduğu bir tablo ortaya çıkmıştır. Vergi rekortmenlerinin ağırlıklı olarak İstanbul’dan çıkmasının ise bu ilde sanayinin gelişmesi ve iş merkezlerinin burada bulunmasıyla alakalı olduğu düşünülmektedir. Son olarak vergi rekortmenlerinin kadın-erkek tasnifine yer verilmiş ve rekortmenlerin ağırlıklı olarak erkek mükelleflerden oluştuğu görülmüştür. Bu durumun sebebinin ise kadınların işgücüne katılım oranının erkeklere nispeten daha düşük olması ile alakalı olduğu yönünde görüş bildirilmiştir.
