Tarihi Kentsel Peyzaj Unsuru Olarak Silüetin Korunmasına Yönelik Yönetim Planı Çalışmalarının İncelenmesi

Abstract
Geçmişten günümüze tarihi kentsel peyzajın öne çıkan unsurlarından biri olan silüetler ve kent imajları büyük ölçüde değişmiş ve tek tipleşen görünümler ortaya çıkmaya başlamıştır. Bu da kentlerin özgün kimliklerini koruma endişesini ve silüet tartışmalarını ortaya çıkarmıştır. Günümüzde dünyanın önde gelen kentleri arasında görülen birçok kent, özellikle de UNESCO DML’nde yer alan kentler, kimliklerinin bir parçası olarak silüetlerini korumak için çeşitli politikalar geliştirmiştir. Tarihi silüetlerin korunmasına yönelik tespit edilen politikalar ve silüet yönetimi çalışmaları; İstanbul/Tarihi Yarımada’nın “Silüet Master Planı”, Londra’nın “Kentsel Görüntü Kontrolü Çerçevesi”, Edinburgh’un “Silüet Çalışması”, Floransa Tarihi Merkezi’nin koruma alanı “Tampon Bölgesi”, Vancouver’ın “Vancouver Görünümleri”, Bambergh’in “Görsel Alan Çalışması”, Regensburg’un “Şehir Silueti - Karakteristik Binalar ve Dokuları”ve ABD Kongre Binası’nın “Capitol Görünüm Koridorları”dır. Bu çalışmada korunan alanlara ilişkin tespit edilen silüet yönetimi çalışmaları sistematik olarak incelenmiştir. Çalışmanın sonucunda silüetin korunmasına yönelik gerçekleştirilen politikaların ve çalışmaların ortak ve ayrışan özellikleri tespit edilmiş olup bundan sonra yapılacak silüet yönetimi çalışmalarına altlık bir rehber oluşturulmuştur.
