Abstract
We study the design of competitive scheduling algorithms for systems with non-negligible setup costs and latency-sensitive jobs. This setting arises in serverless computing and other elastic compute platforms, where jobs must wait for container initialization before execution can begin. Provisioning resources on demand reduces idle costs but introduces cold start delays, while pre-warming resources improves responsiveness at the expense of increased operational cost.
