Abstract
Türkiye, jeolojik konumu nedeniyle tarih boyunca birçok büyük depremle karşı karşıya kalmıştır. Bu depremler sonucunda ortaya çıkan en önemli sorunlardan biri ise barınma ihtiyacıdır. Cumhuriyet’ten günümüze uygulanan konut politikalarının, depremlerden önce tedbir almak yerine, genellikle felaket sonrasında devreye girdiği görülmektedir. Deprem sonrası barınma sorunu genellikle konteyner, çadır, prefabrik evler ve kira yardımları gibi geçici çözümlerle hafifletilmeye çalışılmaktadır. Ancak, ev sahibi olmayan depremzedeler bu süreçte daha büyük sıkıntılar yaşamaktadır ve deprem sonrası konut krizinin derinleşmesine sebep olmaktadır. 1999 Marmara Depremi’nin ardından bazı yasal düzenlemeler yapılmış olsa da, konut sorunu etkin bir şekilde çözülememiştir. 2012’de çıkarılan ve Kentsel Dönüşüm Kanunu olarak bilinen 6306 Sayılı Kanun ile 2023’te Kahramanmaraş depremleri sonrası kabul edilen yeni kanun değişiklikleri, topluma fayda sağlamaktan ziyade, belirli kesimlerin rant elde etmesine yönelik eleştirilerle karşılaşmaktadır. Bu durum, Türkiye’nin konut politikalarının etkinliği ve adaleti üzerine derin soruları gündeme getirmektedir.
