Penilaian Tingkat Keterwujudan Pola Ruang Provinsi Banten sebagai Instrumen Evaluasi RTRW

Abstract
Penataan ruang berperan penting dalam mengarahkan pemanfaatan ruang agar selaras dengan prinsip pembangunan berkelanjutan, sehingga evaluasi keterwujudan pola ruang menjadi instrumen utama untuk menilai konsistensi antara rencana dan implementasi RTRW. Penelitian ini bertujuan menilai tingkat kesesuaian pemanfaatan ruang dan keterwujudan pola ruang Provinsi Banten berdasarkan RTRW yang telah diselaraskan dengan Undang-Undang Cipta Kerja, dengan memasukkan Kesesuaian Kegiatan Pemanfaatan Ruang (KKPR) sebagai indikator analisis. Metode yang digunakan adalah analisis spasial berbasis Sistem Informasi Geografis (GIS) melalui overlay data pola ruang, penggunaan lahan, KKPR, pertanahan, dan kehutanan, yang mencakup penilaian perwujudan kawasan lindung dan kawasan budidaya. Hasil analisis menunjukkan bahwa tingkat kesesuaian pemanfaatan ruang di Provinsi Banten sangat tinggi, mencapai 96,95% dari total kawasan. Perwujudan Kawasan Lindung tergolong baik dengan capaian 87,49%, meskipun masih terdapat ketidaksesuaian pada kawasan mangrove, perlindungan setempat, dan perlindungan kawasan bawahan. Sebaliknya, perwujudan Kawasan Budidaya masih rendah, yaitu 37,70%, terutama pada kawasan transportasi, industri, dan permukiman. Temuan ini menunjukkan bahwa implementasi RTRW di Provinsi Banten lebih efektif dalam menjaga fungsi lindung dibandingkan mendorong realisasi kawasan budidaya. Oleh karena itu, direkomendasikan penguatan pengendalian dan pemulihan fungsi kawasan lindung yang bermasalah serta percepatan perwujudan kawasan budidaya strategis melalui sinkronisasi RTRW dengan rencana sektoral, optimalisasi KKPR, dan pemantauan berbasis GIS.
