Affordability and Access: Enhancing Equity in the City of Calgary’s Aquatic and Fitness Centres

Abstract
This capstone examines the affordability of the City of Calgary’s aquatic and fitness centres, with a focus on evaluating the related subsidy program and pricing structures. While the city’s subsidies and pricing are intended to improve access for low income target groups, survey data and cost burden modelling suggest that financial barriers persist for some residents, particularly those just above eligibility thresholds. Additionally, geographic disparities further restrict consistent access across neighbourhoods. Such issues undermine the City of Calgary’s objective of providing recreation services equitably to align with the municipal Social Wellbeing and User Fee policies. Analysis of available data suggests five policy recommendations the municipal government could implement to improve the reach, flexibility and effectiveness of aquatic and fitness center pricing and subsidies. These include expanding subsidy eligibility and diversifying pricing structures.
