OS DISTINTOS COMUNS: TECITURAS TEÓRICAS E A EMERGÊNCIA DE RACIONALIDADES AMBIENTAIS

Abstract
O acirramento dos conflitos socioambientais demanda novas formas de compreensão dos regimes de apropriação, manejo e gestão dos bens ambientais. A teoria dos recursos comuns de E. Ostrom realizou uma crítica à tese da Tragédia dos Comuns e aos pressupostos de eficiência da propriedade privada, mas enfatizou os dilemas da ação coletiva e a configuração de arranjos institucionais. No campo de estudos, prevalece a compreensão dos comuns como os recursos ambientais em si, o qual a forma jurídica dedica-se a enquadrar nas normas administrativas de titularidade pública ou privada, reduzindo sua dimensão relacional. Na última década, um conjunto de literatura e de experiências de mobilizações sociais reivindicam a defesa dos comuns como base para proteção do ambiente. O artigo objetiva revisar criticamente a abordagem da teoria dos recursos comuns para investigar eventuais correlações e distinções com a emergente gramática dos comuns nos marcos de uma racionalidade socioambiental emergente, a qual se pretende caracterizar. O estudo realiza revisão de literatura, articulando a teoria de E. Ostrom, com as recentes perspectivas de Dardot e Laval e pesquisadores latino-americanos. Nos resultados, argumenta-se pela necessidade de superação do individualismo metodológico, a importância de incorporar pressupostos da ecologia política e de estudos em profundidade que compreendam o caráter constitutivo das dimensões culturais e simbólicas das relações com o ambiente. Realiza-se uma sistematização desta emergente categoria dos comuns enquanto conceito relacional, não mercantil, instituinte, diversificado em relações em solidariedade, cooperação, convivencialidade, ancestralidade e interdependência.
