Abstract
The EU has understood that the crisis of affordable housing needs to be addressed by a pan-EU policy on affordable sustainable housing. The European Economic and Social Committee and a new commissioner for housing are two salient initiatives. The policy reads “measures to reduce building costs, increase skills of the labour force, raise productivity and environmental performance....” (the EU-commissions mandate). So industrial production of low-cost housing should receive renewed interest. Sweden encompasses a considerable volume of newly built affordable sustainable wooden modular housing. But can this industrial complex be exported? The contribution adopts a technological innovation system approach to an industrial complex. Here the Swedish modular housing industry, its manufacturing companies and the finance. A feasibility study of expanding Swedish production to Denmark is used as empirical material. The result of the desk study show, that while technologies are available, the financial backbone is not. The Swedish housing industry is in a dire crisis, even if a temporary issue, whereas the need for local production throughout Europe is prevailing and should be supported with public measures to be feasible.
