Abstract
O principal compromisso decorrente da Convenção Quadro das Nações Unidas sobre Mudança do Clima (UNFCCC) é a necessidade de transparência e reporte, que se traduz na estruturação de um sistema nacional para elaboração periódica de Comunicações Nacionais (NATCOM) e de Inventários Nacionais de Emissões Antrópicas por Fontes e Remoções por Sumidouros de Gases de Efeito Estufa (GEE) não Controlados pelo Protocolo de Montreal (conforme art. 4o e art. 12 da Convenção). Esse sistema também é fundamental para o armazenamento da base de dados e de recálculos e para a implementação de um processo contínuo de melhoria e refinamento, que possibilita o avanço dinâmico na qualidade dos inventários alinhado ao desenvolvimento do conhecimento científico e à disponibilidade de dados.
