Abstract
Esta pesquisa analisou políticas públicas de juventude com o objetivo de elaborar recomendações para o desenvolvimento regional e a geração de trabalho para jovens nos municípios do CONDEMAT, enfatizando o papel do consórcio na liderança desse processo. Foi criado um mapa regional das políticas de juventude e trabalho, além de um levantamento das estruturas organizacionais locais, identificando lacunas e oportunidades para os governos subnacionais. O estudo revelou que, apesar de avanços pontuais, o Brasil carece de políticas públicas de juventude institucionalizadas e integradas, resultando em iniciativas fragmentadas e insuficientes. Os consórcios públicos intermunicipais, no entanto, têm se mostrado modelos eficazes de cooperação, permitindo maior alcance e eficácia das políticas públicas. A pesquisa destaca a necessidade de os governos municipais adotarem uma visão ampla e inclusiva sobre juventude, considerando sua diversidade e especificidades. Os estudos sobre os consórcios do ABC, CODIVAR e o município de Guarulhos ilustraram boas práticas que podem inspirar o CONDEMAT.
