Abstract
Opinnäytetyössä tutkittiin Suomen tietoliikenneinfrastruktuurin käynnissä olevaa murrosta, jossa investointien määrän ja verkon rakennuttamisen voimakas kasvu viime vuosikymmenellä on siirtänyt painopisteen mobiiliverkoista kiinteään verkkoon. Työ toteutettiin toimeksiantona Rejlers Finland Oy:lle. Tavoitteena oli tutkia investointien kasvun ja uusien rahoitusmallien vaikutuksia markkinarakenteeseen sekä selvittää syitä valokuituverkkojen vahvaan investointipotentiaaliin. Nykytilannetta koskevat havainnot osoittivat valokuitumarkkinan pirstaloituneen uusien toimijoiden myötä. Rakentaminen on kiihtynyt voimakkaasti ja kilpailu asiakkaista on koventunut, mikä on laskenut kuluttajahintoja. Markkinalla on erotettavissa selkeästi toisistaan poikkeavia toimintamalleja, joissa sijoittajavetoiset yhtiöt haastavat perinteiset operaattorit. Työ toi esiin omistajien tavoitteiden perustavanlaatuiset erot. Yksityiset sijoittajat tuovat markkinaan pääomaa tavoitellen tuottoa ja irtautumista, kun taas operaattorit hakevat strategisia synergioita mobiiliverkkojen kanssa. Julkisen vallan rooli korostuu yhdenvertaisuuden mahdollistajana alueilla, joilla rakentaminen ei ole liiketaloudellisesti kannattavaa. Opinnäytetyön tutkimus osoittaa, että nopea ja kattava valokuituverkon rakentaminen on välttämätöntä Suomen kilpailukyvyn ja teollisten investointien turvaamiseksi. Valokuitu toimii digitaalisena perusinfrastruktuurina, joka mahdollistaa teknologisen edelläkävijyyden. Markkinan ennustettu konsolidoituminen ei vähennä tämän infran arvoa, vaan pikemminkin vakiinnuttaa sen aseman kansallisena voimavarana.
