Abstract
De nombreux pays d’Afrique noire francophone ont orienté leur politique de développement vers la réalisation de grands projets d’investissement, en mobilisant à la fois des ressources internes et des financements extérieurs obtenus auprès des bailleurs de fonds. Cette coopération économique revêt une importance capitale, car elle génère pour les pays bénéficiaires des ressources additionnelles en vue de l’investissement public. Cependant, l’engagement financier des bailleurs de fonds n’est pas sans conséquence sur le pouvoir normatif des États bénéficiaires, notamment en raison des obligations de réforme auxquelles ces derniers sont soumis. Si ces conditionnalités ont généralement pour objet d’améliorer la gouvernance et l’optimisation de la gestion des finances publiques, elles doivent néanmoins s’aligner sur les priorités stratégiques des États bénéficiaires, qui demeurent les acteurs principaux et responsables de leurs politiques nationales de développement.
