Abstract

The materials present a theoretical and methodological analysis of the concept of public governance through trust, within which social capital is interpreted as a strategic resource for effective public service. It is shown that trust is a key condition for the effectiveness of reforms, the legitimacy of power, and the stability of public governance institutions. The study presents an interdisciplinary approach that combines an analysis of international practices of trust-based governance in Finland, Denmark, Estonia, and Canada with an assessment of the compliance of Ukrainian regulatory and legal frameworks with the principles of transparency, integrity, and accountability. It identifies the internal and external dimensions of social capital that shape trust-based relations between the state and citizens, and outlines directions for developing trust through ethical leadership, open data, citizen participation, and digital interaction.
