Abstract

fetched live from OpenAlex

This thesis investigates the origins of residential density regulations in Ottawa. In particular, it analyzes how planning policy decisions were formed in the periods surrounding the development of the city’s first comprehensive zoning bylaw in 1964. While existing research focuses on the history of capital or regional land use policy in Ottawa, this thesis examines planning specifically at the municipal level. I show the bylaw was the product of a dynamic regulatory process involving several actors—politicians, planners, developers, and citizens—and that this process evolved from site specific building restrictions in the immediate postwar period to neighbourhood-level and finally city-wide zoning in the 1960s. Ultimately, the thesis demonstrates that exclusionary low-density zoning restrictions in Ottawa were not made for unbiased planning reasons, but were rather imposed at the urging of local homeowners who viewed multi-unit buildings and tenants as threats to their property values and way of life.

Not calibrated prevalence, not ground truth. Human validation pending. The Gemma side is a direct model label for every work in the frame, read from the title-only record. The Codex side is a classifier learned from the 10,348 direct Codex labels and calibrated to design-weighted sample rates; fields without enough sample support carry no Codex call. Candidate is the union of the two sides; consensus is their intersection. These outputs are machine_predicted_unvalidated and are not human labels.

Machine scores (provisional)

The two teacher heads of the student model, read on this work. A score orders the frame for review; it never asserts a category, and the validation status ships verbatim with every row.

Baseline scores from an immature model (maturity gate not passed, 7 training rounds). Scores rank; they never assert a category.
