Alternative financing and organization of transport infrastructure : Experiences from the Nordic countries and Canada

Abstract
Rapporten analyserar internationella erfarenheter av alternativa modeller för finansiering och organisering av transportinfrastruktur i ett urval av länder som liknar Sverige i institutionellt och geografiskt hänseende. Fokus ligger på offentlig–privat samverkan (OPS) och statliga projektbolag. Syftet är att identifiera vilka institutionella, ekonomiska och organisatoriska faktorer som påverkar utfallet av sådana modeller samt att bedöma dessas relevans i en svensk kontext. Studien bygger på ett teoretiskt ramverk bestående av transaktionskostnadsteori, ny institutionell ekonomi, principal–agent-teori och kontraktsteori, kombinerat med litteraturstudier, dokumentanalyser och intervjuer med centrala aktörer i Norge, Finland, Danmark och Kanada. Resultaten tyder på att alternativa genomförandeformer i vissa fall kan bidra till kortare byggtider, bättre kostnadskontroll och starkare incitament för långsiktigt underhåll, men att dessa potentiella vinster måste vägas mot högre finansieringskostnader, ökade transaktionskostnader och höga krav på beställarkompetens. Rapportens övergripande slutsats är att alternativa finansierings- och organisationsmodeller inte bör betraktas som en generell lösning på infrastruktursektorns utmaningar, utan som ett selektivt komplement till traditionell anslagsfinansierad upphandling. Deras främsta värde ligger inte i att tillföra ”nytt och billigare” kapital, utan i potentialen att stärka styrning, incitament och livscykelperspektiv i genomförandet av vissa typer av projekt. För svensk del innebär detta att OPS kan vara motiverat för specifika, väl avgränsade objekt, att det finns ett långsiktigt politiskt åtagande att genomföra flera OPS-projekt, att den institutionella kapaciteten stärks och att modellerna tillämpas med tydlig medvetenhet om både deras möjligheter och begränsningar. För mer komplexa projekt kan genomförande via statliga projektbolag liknande den danska modellen vara mer ändamålsenligt.
