Comparative politics: Canada’s approach to the Iranian “Woman, life, freedom” movement versus the United States

Abstract
This article investigates how leaders’ belief systems shape liberal democracies’ foreign policy responses to human rights movements, focusing on the Iranian “Woman, Life, Freedom”. A belief system is defined as a structured set of values, and normative assumptions, that guide how leaders perceive reality, interpret information, and make policy choices. Building on Foreign Policy Analysis, the study argues that stable and coherent belief systems lead states to respond to social movements in consistent and principled ways, whereas unstable and fragmented ones result in inconsistent, and opportunistic responses. Canada, under Prime Minister Justin Trudeau, demonstrates how a stable liberal worldview, embedded in feminist foreign policy, generates principled engagement, from solidarity with diaspora mobilizations to sanctions and institutional measures. By contrast, the United States, under Joe Biden, reflects the tensions of a more conflicted belief system: rhetorical support for Iranian protesters coexists with strategic compromises, such as the release of frozen Iranian assets, that dilute normative commitments and weaken credibility. By extending belief-systems analysis beyond traditional security crises to transnational human rights struggles, the article advances Foreign Policy Analysis and demonstrates that foreign policy is not solely the product of systemic pressures but also of leaders’ moral convictions, cognitive frameworks, and the stability of their guiding beliefs.
