Abstract
La réforme de la Loi sur la qualité de l’environnement en 2017 a conduit à la création d’un nouveau dispositif de consultation publique en amont de la procédure d’examen et d’évaluation des impacts sur l’environnement (PEEIE) : la consultation sur les enjeux que l’étude d’impact devrait aborder. Ce dispositif de consultation attendu, en ce qu’il confère la possibilité à toute personne de participer tôt au cours de processus et d’exercer en théorie une influence plus grande sur la réalisation du projet, a été créé uniquement en ligne sans aucune autre alternative pour participer. La présente étude tend à interroger le recours au numérique pour les dispositifs participatifs en matière d’environnement. Les enjeux de la fracture du numérique ont-ils été pris en compte lors de la création de ce dispositif ? Le dispositif institué conduit-il à une ouverture de la PEEIE et permet-il de diversifier les personnes qui participent ? Il ressort de la recherche que la création d’un nouveau dispositif participatif numérique, bien qu’elle présente des avantages certains en termes de participation environnementale, n’a pas pris en compte les questions de fracture numérique, créant un dispositif participatif peu utilisé qui interroge la pertinence de l’outil numérique pour améliorer la participation publique en matière d’environnement.
