Abstract

Le Système national d’intégrité a été développé par l’organisation Transparency International dans les années 2000 . Il prône l’interdépendance entre les institutions publiques comme solution contre la corruption. Adoptant une approche comparative, cet article examine l’application de cinq principes d’efficacité d’une Institution supérieure de contrôle (ISC) au sein d’un Système national d’intégrité. L’information recueillie auprès des membres des ISC de France, du Sénégal et du Québec révèle que des améliorations sont nécessaires pour une application effective du principe d’indépendance, et que des divergences contextuelles existent quant à l’application du principe de collaboration.
