L’inertie des autoroutes sous l’angle de la justice mobilitaire : le cas de l’échangeur Saint-Pierre, Montréal

Abstract
La transformation des infrastructures autoroutières urbaines en contexte de transition socio-écologique est un défi pour les acteur·ices locaux. La littérature a largement documenté l’impact des infrastructures autoroutières sur les injustices environnementales (Carrier, 2015), sociales et territoriales (Culver 2018; Edwards et Leonard 2022), particulièrement dans les quartiers urbains où elles sont édifiées. Ce mémoire examine la mise en débat des infrastructures autoroutières à travers le cas de l’échangeur Saint-Pierre à Montréal. En mobilisant l’approche sociotechnique (Graham et Marvin 2001), notamment le concept d’inertie des infrastructures (Hommels, 2008), et le cadre de mobility justice (Sheller, 2018), nous avons effectué une analyse documentaire, mené 10 entretiens avec des acteur·ices représentant divers niveaux de gouvernance et assisté à des séances d’observation dans le cadre du programme Quartiers inclusifs et résilients (QIR). Les résultats mettent en lumière les défis pour les acteur·ices locaux d’agir sur les iniquités territoriales et sociales en présence d’infrastructures autoroutières. Le domaine de la voirie est caractérisé par une forte opacité, des normes professionnelles rigides et une gouvernance multiniveau dans laquelle le pouvoir est inégalement distribué. Les résultats de ce mémoire soulignent l’apport essentiel des organismes communautaires dans le contexte de la transition socio-écologique. Ces derniers montrent une compréhension approfondie des enjeux systémiques touchant le quartier et réussissent à porter les voix des populations les plus marginalisées, alors que certains acteurs-clés dans les processus de transformation et de revitalisation des quartiers peuvent démontrer une reconnaissance limitée des enjeux sociaux.<br /><br />Transforming urban highway infrastructures in the context of socio-ecological transition is a challenge for local stakeholders. The literature has extensively documented the impact of highway infrastructures on environmental (Carrier, 2015), social and territorial injustices (Culver 2018; Edwards and Leonard 2022), particularly in the urban neighborhoods where they are built. This dissertation examines the debating of highway infrastructures through the case of the Saint-Pierre interchange in Montreal. Mobilizing the sociotechnical approach (Graham and Marvin 2001), in particular the concept of infrastructure obduracy (Hommels, 2008), and the mobility justice framework (Sheller, 2018), we carried out a literature review, conducted 10 interviews with stakeholders representing various levels of governance and attended observation sessions as part of the Quartiers inclusifs et résilients (QIR) program. The results highlight the challenges faced by local players in addressing territorial and social inequalities in the presence of motorway infrastructure. The roads sector is characterized by a high degree of opacity, rigid professional standards and multi-level governance in which power is unevenly distributed. The results of this thesis highlight the essential contribution of community organizations in the context of socio-ecological transition. The latter demonstrate a deep understanding of systemic issues affecting the neighborhood and succeed in carrying the voices of the most marginalized populations, while some key players in the processes of neighborhood transformation and revitalization may demonstrate limited recognition of social issues.
