Les réformes contemporaines de l’action publique sont marquées par des mouvements ambivalents de « desserrement » et de « resserrement » du verrou de l’État. Nous étudions leurs conséquences dans la mise en œuvre de la réforme des parcs nationaux français de 2006. Nous focalisons l’analyse sur le travail concret et quotidien des directeurs chargés de l’appliquer. Le concept de cadre intermédiaire nous permet de caractériser leur rôle, de mettre en évidence les tensions auxquelles ils font face, leurs pratiques et la façon dont ils peuvent construire sous contrainte leur autonomie de réformateur.
