Dans cet essai critique, nous réfléchissons aux risques que le projet de loi 23 fait courir à l’École québécoise. Il centralise la gouvernance et renforce la gestion axée sur les résultats des écoles par une surveillance statistique accrue des performances et une légitimation scientifique des pratiques d’enseignement par une instance mandatée par le gouvernement (INEE). Il favorise dès lors une hyper-régulation cognitive et normative des pratiques enseignantes et fait porter toute la responsabilité de la réussite des élèves sur les enseignants et établissements. La multiplicité et la complexité des sources de l'efficacité pédagogique et des inégalités de réussite sont méconnues. Cette politique mal pensée risque d'entrainer nombre d'effets pervers à terme, notamment sur l'attractivité du métier enseignant.
