Abstract
Drawing on published literature and secondary data sources, the chapter explores the growing challenges of economic inequality within and across cities, and the potential trade-offs between economic growth and economic sustainability. It analyses examples of various local living wage calculations and campaigns from around the world and the role of different actors including the state, trade unions, employers, NGOs, and campaigners in developing localised living wage policy frameworks. Drawing particularly on the experience of the UK, US and Canada where the living wage movement is well established at both national and local levels it critically analyses the coverage and impact of local living wage agreements across different industries, and the way in which employers and workers are engaged in debates around low pay.
