Los grandes pagos se han visto convulsionados por el nacimiento de TARGET, un sistema creado de la integración de los sistemas de pago nacionales, gestionados por cada uno de los bancos centrales de la UE y dirigido a conseguir un sistema de grandes pagos interbancarios seguro y eficaz dentro del conjunto de la Unión. El Servicio de Liquidación del Banco de España, el componente español del sistema TARGET, ha llevado a cabo las reformas necesarias para participar en el nuevo sistema de pagos europeo. En el área de los pagos transfronterizos al detalle se pretende una mayor eficacia de los mecanismos existentes, para facilitar la transferencia de fondos efectuada por los empresarios y los consumidores, de manera que éstos puedan beneficiarse, al igual que los ordenantes de grandes pagos, de la introducción del euro. Los sistemas de liquidación de valores han comenzado a registrar profundas modificaciones, puesto que el mercado monetario único y el sistema de pagos integrado exigen la existencia de unos sistemas de registro y de liquidación de valores ágiles, seguros y rápidos para la movilización de los valores tanto en el ámbito nacional, como en el transfronterizo.
