Abstract
Competition Policy and Energy Supply Security have become closely linked policy fields in the European Union. Since the energy crisis of the 1970s, energy security has been a high-priority topic for European policy markers. Impressed by the economic crisis that followed the 1973 OAPEC energy embargo, governments of the OECD member countries have developed institutions and joint approaches to limit the risk of energy supply disruptions to their economies and national security. While the IEA system deals primarily with the management of energy supply crises, competition policy is meant to address the long-term stability of the energy system in the EU. However, both the IEA system and competition policies are based on questionable assumptions and as a result are likely to contribute little to energy supply security in the EU, and may even undermine it in the long run.
