Abstract
Quango er et akronym for ’quasi-autonomous nongovernmental organisation’; dvs. en offentlig organisation med delvis uafhængighed af staten. Udtrykket optræder især i britisk sammenhæng, men ses også i USA, Irland, Canada, Australien og New Zealand. I praksis er sådanne organisationer kontrolleret af staten, som finansierer dem og typisk udpeger flertallet af disses bestyrelser, som dog ikke er direkte ansvarlige over for valgte politikere. De fungerer dermed med et armslængdeprincip til staten. Der er tale om organisationer, som kan beskrives som en slags hybrid organisation; en blanding af en NGO og en offentlig instans.
