Abstract

Este artigo aborda a centralidade do conceito de qualidade nas diretrizes dos organismos internacionais, com o objetivo de realizar reflexão teórica sobre a influência desses organismos na política educacional e suas consequências no estabelecimento dos parâmetros de qualidade. Para a construção, interpretação dos dados e compreensão do objeto de pesquisa, recorremos a referenciais teóricos como Dourado e Oliveira (2009), Freitas (2018), Gentili (1996, 1997, 2001), Laval (2019), Shiroma e Evangelista (2006) entre outros; e como procedimento metodológico, a pesquisa bibliográfica e documental. A análise dos dados nos evidenciou que os documentos examinados enfatizam a qualidade educacional como o principal foco das políticas educacionais. A partir dessa perspectiva, são elaborados compromissos e ações que visam garantir uma educação equitativa e de qualidade para todos. Neste contexto, observamos que as políticas de avaliação externa são sistematicamente definidas em todos os documentos analisados, demonstrando forte ligação entre qualidade educacional e avaliação externa. Os sistemas de avaliação são, portanto, compreendidos como instrumentos de monitoramento e controle de resultados, bem como de gestão, produtividade e otimização de recursos, além de reguladores da qualidade.
