Program tata ulang fisik di kawasan kumuh secara masif telah dilakukan oleh Pemerintah, tetapi belum banyak menyertakan program kegiatan pemberdayaan ekonomi masyarakat. Padahal peningkatan ekonomi masyarakat ini penting untuk dapat menjamin keberhasilan tata ulang fisik. Sementara itu, tanpa inisiatif kegiatan tersebut, masyarakat melakukan pemberdayaan secara mandiri dengan prinsip mempertahankan pendapatan. Hal ini penting untuk diidentifikasi, dan akan menjadikan masukan bagi pemerintah dalam menentukan kebijakan penerapan program selanjutnya. Penelitian ini bertujuan menganalisis pola pemberdayaan ekonomi masyarakat khususnya terkait pendapatan masyarakat dalam kerangka kolaborasi triple helix di kawasan kumuh Mojo di kota Surakarta. Metodologi yang digunakan adalah deskriptif kualitatif dengan pengumpulan data melalui studi dokumen dan wawancara terhadap pemangku kepentingan dan masyarakat setempat. Sebagai hasilnya, dalam hal pemberdayaan ekonomi masyarakat secara mandiri, pengaruh modal sosial khususnya peran beberapa intermediator independen yang dikelola oleh masyarakat, sangat dominan mempengaruhi kebertahanan dalam tingkat pendapatan masyarakat.
