Genèse de la vélorution hendayaise comme initiative citoyenne pour sensibiliser à l’environnement : du jeu politique local aux enjeux transfrontaliers

Abstract
À travers des rassemblements collectifs, le mouvement Critical Mass revendique depuis 1992 la place du vélo dans les villes. Relevant d’une action publique populaire à l’ère de l’information, ces manifestations à vélo chercheraient à stimuler l’adoption d’une politique de mobilité durable à plusieurs échelles géographiques. L’analyse de la vélorution d’Hendaye examine son potentiel de sensibilisation aux enjeux environnementaux et les éventuelles influences exercées dans son contexte local, basque et transfrontalier franco-espagnol au cours de sa première année d’existence. Des témoignages issus d’entretiens semi-directifs et des informations publiées en ligne (réseaux sociaux, sites officiels, presse) montrent qu’il s’agit d’une initiative citoyenne strictement locale, malgré un bassin de vie transfrontalier. Le collectif organisateur incite à l’action publique à cette même échelle géographique en ciblant stratégiquement la sécurité comme objectif de sensibilisation, même si la cause environnementale rassemble les participant·e·s à titre individuel et que la frontière s’estompe dans leurs vies quotidiennes, voire associatives.
