This paper presents the power-circuit cooling system (PCCS) design for direct-buried 230 kV cable circuits supporting SP PowerAsset’s first Labrador Underground Substation (LBUGSS) in Singapore—the largest in Southeast Asia. The study compares installation schemes (direct-buried vs. cable tunnel), determines optimal cooling-water setpoints and pipe configurations, and verifies ampacity using IEC 60287, an IEC- modified proprietary 2.5D model, and 3D CFD/FEA. Chilled-water plant design and space integration are addressed to ensure conductor temperatures remain within limits under target loading.
