Halkevleri ilk olarak 19 Şubat 1932 tarihinde 14 il merkezinde açılmıştır. Halkevleri her zaman ülkeye ve millete hizmet etmek düşüncesiyle hareket etmiştir. Halkevleri kurulduğu yerin tarihi ve halkın eğitimi ile ilgilenmiş, köylü ile şehirli kaynaşmasını sağlamış ve halka sosyal yardım duygusunu kazandırmıştır. 19 Şubat 1932 tarihli ilk açılışa yetişemeyen Bilecik Halkevi 24 Haziran 1932 tarihinde açılmıştır. Açıldığında çalışmalarına 1-Dil, Tarih ve Edebiyat Şubesi, 2Temsil Şubesi, 3-Spor Şubesi, 4-İçtimaî Yardım Şubesi, 5-Halk Dershaneleri ve Kurslar Şubesi, 6-Kütüphane ve Yayın Şubesi, 7Köycüler Şubesi ile başlamış, 1934 yılında Güzel Sanatlar Şubesi de açılmış ancak Müze ve Sergi Şubesi Bilecik Halkevi Şube kolları arasında yer almamıştır
