祥源控股集团是一家位于安徽省合肥市的民营企业，依靠房地产开发起家。为了分散经营风险，祥源集团还涉足了公路建设、茶叶生产和销售等多种业务。2011年开始，祥源将产业中心转向了文旅产业。祥源收购了多家景区资源，实施“旅游+”战略。祥源在总部成立了旅游研究院、景区开发、景区运营、园林景观设计、客栈和精品酒店管理等在内的多个专业化公司，统筹谋划和实施下属景区的旅游项目开发。 齐云山旅游是祥源全面打造的第一个旅游目的地项目。面对齐云山山上关系错综复杂的各利益相关方，祥源采取了规避的策略，主要在山下建设一些旅游项目，但游客人数和收入离预定的目标还差很多。 毛昕作为齐云山旅游公司的总经理，面对旅游市场的激烈竞争，他需要考虑的是：齐云山开发的重心到底应放在山上还是山下？如果要开发半山腰的特色古迹月华街，应该采取何种方式获得村民支持？村民们应该如何安置？要迁到山外另谋出路，还是留下来融入齐云山旅游公司体系内？
